3D printing filaments too have an expiry date and most importantly, these are needed to be kept in airtight containers to prevent the action of moisture on them. There seems to be a trouble with the temperature settings of your 3D printer. And to resolve this, you need to look into the user manual of the equipment. The document would contain the required temperature settings so that you help your 3D printer bed get heated to the required temperature.

Look for the print settings in the manual you got with the 3D printer. Otherwise, you can easily find the settings to the 3D printer online, or get assistance from the store which delivered you the 3D printer.
