It looks a bot like your over extruding. As to layer shift, the abruptness of it looks like a mechanical issue. it doesn't look so much like a belt problem it looks like a physical impediment to movement and the pressure be released suddenly so that the print heads jars. In theory yes but you should't apply it straight on to the bed as it is just going to make a mess. Are you having problems with first layer adhesion?

The wanhao i3 is a Prusa i3 design. There are a lot of printers using this design. They differ in the quality of the components used to build them but they are essentially the same sort of 3D printer.
