Filament is highly variable in terms of price, but as always you will sacrifice quality for a cheaper price which does not necessarily save you money in the long run. We have just started selling (available for pre-order) a filament maker (https://www.idig3dprinting.co.uk/shop/3 ... -extruder/) . This can work out cheaper as thermoplastic pellets are cheaper, by weight, than finished filament.
I think the main thing is to try and find a source of filament that works for your printer and use that. You will need to experiment until you find the right product.

Hi I am a newbie and have just started 3d printing.
The cheapest filament I have found is at HobbyKing:

But you do need an account. Even with posting the price is about half of what others charge.

Yes Hobbyking has good prices for their filament and its relatively good quality too.
Our ABS currently roughly matches the HK price:
