Best Software for Blueprint printing

I am new to the 3d printing and after some advice please.

I am looking to print a 3d side profile only from a 2d vehicle blue print. The finished article is to be mounted within a picture frame.

Best software and on-line tutorials? I have looked at Tinkercad and Blinder but they don't seem to be up to the task unless I am doing it wrong.
